Custom Game Mechanic: Kingdom Polities!



Reason: I checked through the Kingdom Building Rules, there seems to be no gameplay mechanic’s for laws. The closest thing the book has is the “edicts” but they aren’t really laws. There more like Royal Proclamations, as in “The King declares there shall be a great feast and tourney to celebrate his pet kitten Snowball’s first birthday!”

Overview: Rather than choosing individual laws for your country (which would be long and tedious) you will simply intact a few Kingdom Policies and allow your subjects to carry out your will. Your Kingdom will have one general policy that mirrors your country’s alignment and any number of specific polities. Enacting specific policies will affect your kingdom’s attributes. All specific policies will have a few benefits and a few drawbacks.

Creating the Kingdom’s General Policy: This is the first and most important policy. It is the “catch all” rule that determines the guidelines that all other policies are based on. This policy must initially match the alignment of the kingdom choice by the group. Essentially, this policy sets the country’s alignment, government type, and leadership selection. Once created, this policy is entrusted to the character in the Ruler leadership role. The Ruler can’t create any new policies but he or she has the absolute authority over the general policy. Only the Ruler can modify the general policy; effectively shifting the alignment of the country and possibility it’s type.

The General Policy will be documented in the following format:

1) State that it’s a General Policy
2) Name the Policy
3) State Alignment of Policy (Good vs Evil, Law vs Chaos, + Neutral)
4) Briefly Summarize the Policy
5) List Alignment Modifiers (As per in Book Two)
6) State Government Type (Monarchy, Dictatorship, Democracy, etc.)
7) State Leadership Selection Methoid (Appointment, Elected, Inherited, Right of Conquest, etc.)

Example:

Ruler – Benevolently Awesome King! (Chaotic Good)
All encompassing set of laws that sets the alignment of the country. All actions, laws, and/or official policies generally considered to be “amoral” or “harmful to others” are assumed to be reasonably disallowed using non-excessive force. But if you not harming yourself or others, than party on bro…keep doing whatever makes you happy!

Alignment Benefit: +4 Loyalty
Government Type: Monarchy
Leadership Selection: Appointment

The Ruler is charged with insuring that specific policies generated by the characters in other leadership positions are within the General Policy’s parameters. Therefor, the character in the Ruler role has veto power over all other policies. Changing the General Policy or allowing a specific politic that don’t comply with the General Policy generates Unrest unless the Ruler successes a Stability check against your Kingdom’s Command DC with modifiers based on how drastic the change is:

Minor: +4 DC; +2 Unrest
Moderate: +6 DC; +5 Unrest
Major: +10 DC; +10 Unrest
Complete: +20 DC: +20 Unrest

A Ruler dismissing a popular Leader within the government might also be subject to an charged General Policy check.

Creating Specific Polities: Each character holds dominion over all the polities within the scope of there leadership roles. Each leader can only propose policies in there fiend’s of expertise. For example, the Treasurer is the only character who can draft polities regarding trade while foreign relations are set by the Grand Diplomat and Spymaster. Once a policy is approved by the Ruler it can’t be removed without authorization from character currently holding dominion over that policy’s leadership position.

To create a policy, a leader must submit the following to the player in the leadership role:

1) State his Leadership Role and Number of the new policy
2) Name of the Social Issue being Addressed
3) The Kingdom’s stance on said Social Issue (Lawful, Restricted, Unlawful)
4) How strict the policy is enforced (Unregulated, Loosely, Moderately, Heavily, or Tyrannically)
5) Briefly Summarize the Policy

Example:

Warden 1- Slavery Policy: Unlawful (Tyrannically Enforced)
“Your country takes extreme action to ensure the slave trade isn’t happening within your boarders. In this matter, no cost is spared and people’s civil rights are suspended.”

If the policy is approved, the DM will set the modifiers for the new policy.

Note: Bonus and Penalties from multiple policies will stack. I have already add a “Policy Block” on our Online Kingdom Character Sheet. The Party’s “List of Active Policies” is located on the Party Kingdom Policies.
